Gregory Stroud, 31, of Toms River, was charged with reckless endangerment and leaving the scene of an accident after he allegedly accelerated through a crowd of at least nine people while car surfing near 68th Street and Third Avenue just before 2:30 p.m. He is a 32-year-old NJ man, who is currently in police custody after he was arrested for allegedly running over a spectator while doing “donuts” on Manhattan Street.
